Vanuatu and Papua New Guinea were originally placed in group B but withdrew.

Papua New Guinea, 21-25 April 2004 with the following participants: 
Papua New Guinea, Australia, Vanuatu and Solomon Islands. 
New Zealand withdrew to focus on the Australia Cup; the Cook Islands and 
Tahiti failed to put together a team and withdrew; Fiji, Samoa and
Vanuatu also withdrew in March.

All matches at Lloyd Robson Oval, Port Moresby.
